Connie Partoyan Named President of Targeted Victory

Partoyan to lead Targeted Victory’s Expansion into the Global Corporate
and Public Affairs Space.

Alexandria, VA: Leading Republican strategy and marketing agency Targeted Victory today named Connie Partoyan as President. Partoyan joins the firm after serving as CEO for Direct Impact, which is owned by the global PR firm Burson Marsteller. In this new role, she will focus on leading our agency’s expansion into the global corporate and public affairs space and attracting the most talented and accomplished Republican strategists in the digital, advertising and public affairs arena.

As we continue to build a digital first agency focused on winning elections and solving corporate challenges, this hire represents the latest example of our growth strategy. In the last three weeks, our agency announced a minority investment from Stagwell Media LLC, a private equity fund led by Mark Penn, as their first marketing incubator. We also continue to make key hires, including naming Alberto Martinez, former Chief of Staff to Florida Senator Marco Rubio, as Executive Vice President.

Connie Partoyan joins Targeted Victory as President after more than 20 years of experience managing public relations, marketing and political campaigns across multiple media. The former CEO of Direct Impact, Partoyan oversaw day-to-day operations, managed the firm’s new business development process, lead key client accounts, and served as the primary liaison for Direct Impact’s national grassroots field network. Previously, Partoyan served for five years as firm’s Executive Vice President, providing senior client leadership for some of the firm’s largest clients, and serving an instrumental role in new business strategy and development.

Partoyan has extensive experience in managing communications, building grassroots coalitions and providing strategic counsel for senior executives and Members of Congress. This experience has served her well in both the private and public sectors.

Before joining Direct Impact, Partoyan served four years as Chief of Staff for Congresswoman Cathy McMorris Rodgers (R-WA) Partoyan also served as AA and Press Secretary for Congressman Rick White (R-WA) who founded the Congressional Internet Caucus and as Deputy Press Secretary to Senator Slade Gorton (R-WA). She was Counselor and Senior Advisor for the Department of Commerce’s Technology Administration, where she helped promote the Administration’s technology agenda.

Her work in the private sector includes positions as Government Affairs Counselor for Preston Gates Ellis & Rouvelas Meeds, where she worked on health care, broadband, natural resources, and a number of other issues; as Executive Vice President and Chief Operating Officer for TechNet, she developed the long-term political, policy and growth strategy for the organization; and as Director of Communications for the Information Technology Industry Council, where she worked to enhance the public policy agenda of the technology trade association representing 28 of the largest IT companies. Partoyan lives in Alexandria, VA with her husband and nine-year-old son. She is a native of Washington state. She graduated from the University of Puget Sound in Tacoma, WA with a BA in business administration.
